The establishment of such platform would enable to respond quickly on the arising challenges in the investment sphere, noted Kliment Rusakomsky, the founder of PARADIGMA Law Firm.

Vladivostok, September, 12. /ТАSS/. The experts’ consultations commission for quick response to the arising issues in the investment sphere in the FAFD is planned to be established under Plenipotentiary representative office of the Russian President in the FEFD. Kliment Rusakomsky, the founder of PARADIGMA Law Firm, has proposed this measure at one of the platforms of Eastern Economic Forum.

K. Rusakomsky, managing partner of PARADIGMA Law Firm, specializing in representation of the clients before arbitrazh courts, courts of general jurisdiction and foreign courts in disputes arising out of companies’ business activities, noted the following:

"We are proposing to establish effective consultation commission under Plenipotentiary representative office of the Russian President in the Far Eastern Federal District. This commission would enable to find the solution for arising challenges in the sphere of investment activities in the FEFD".

In expert’s opinion, the commission could comprise the representatives of business community and expert communities of lawyers, economists, representatives of law enforcement agencies and tax authorities, representatives of executive and judicial branch of government.

"The platform would enable to respond quickly on the arising challenges in investment sphere and to develop comprehensive recommendations for those involved in the investment sphere. In addition, it would enable to identify bad faith participants of investment process. Moreover, it would help to conduct the analysis of such bad faith business conduct and eventually to combat it. Finally, the organ should have only consultative functions otherwise would add the corruption element to its activity” – added Mr. Rusakomsky.

As TASS reported, Alexander Kozlov, minister of Minister for the Development of the Russian Far East, stated that realization of the proposition is highly probable by the next Eastern Economic Forum.

Alexander Galushka, ex-minister of Minister for the Development of the Russian Far East, had earlier stated that establishment of the investment court under Regional Financial Center on the territory of the Free Port of Vladivostok would enable the additional annual growth of gross regional product in the Russian Far East at the rate of 0, 45 %. Ex-minister specified as well that investment court would be reporting directly to the Supreme Court of Russian Federation. The investment court would rule over the disputes involving exceptionally residents of the Port and Russian territories of advanced development. The proceedings in the court would be held in e-justice format. In addition, there would be a possibility for parties of the dispute to appoint as judges – foreign citizens and to opt for hearing of the case in foreign language.
